    James Yoxtheimer

    MBA, SPHR, President & CEO

    Jim holds a Masters in Business Administration, and is certified as a Senior Professional in Human Resources by the Society of Human Resources Management. He has been working with the Center since March 2010. During that time he has provided leadership in the areas of financial management, human resources and operations.

    Jim was hired as the CEO in September of 2015 and is responsible to the Governing Board of the health center and charged with providing leadership, overall direction and administration of the operations of the health center. Major accomplishments include development of the first known program and process for Lean HR implementation, authored or co-authored several white papers, manuals, workbooks and other learning tools.

    Jim has been both an active participant and facilitator with multiple strategic planning processes for community organizations and for-profit corporations. Jim wholeheartedly believes in employee engagement, and has developed management application models that have proven to be extremely effective.

  • Max Houseknecht, Jr.

    Max Houseknecht, Jr.

    MBA, Chief Financial Officer

    Max has been with SCH&DC since November 2012 and was promoted to CFO in January 2017. He holds a bachelor’s degree from Indiana University of Pennsylvania in Accounting and Management Information Systems. He also completed a Master’s in Business Administration from Fitchburg State University in 2019. In addition, Max is a graduate of the Williamsport Chamber of Commerce’s Leadership Lycoming program – Class of 2017. His role within the organization is responsible for financial oversight of all programs. Max is also responsible for oversight of the Center’s IT Systems, Facilities, Marketing, Fund Development, and Pharmacy.

  • Matthew Mclaughlin

    Matthew Mclaughlin

    M.B.A., M.P.T., B.S., Chief Operating Officer

    Matt joined River Valley Health & Dental in February of 2022. He holds a bachelor’s degree in science and a master’s degree in physical therapy from Gannon University. He also has completed a Master’s in Business Administration with a focus on Healthcare Administration from University of Scranton in 2017. Professionally, Matt has practiced clinically, holding a PA license in physical therapy since 2002. He has worked in various roles in Healthcare Administration across Central Pennsylvanias major health care systems, most recently serving as Vice President of Operations for UPMC’s North Central region. Matt is responsible for clinical operations at the Center including the areas of Medical and Dental, which encompasses Behavioral Health, Chiropractic, and Reproductive Health (Women’s Health). He also oversees patient engagement, neighborhood care services (outreach), and front office operations.

  • William Bartlow, MD

    William Bartlow, MD

    Chief Medical Officer

    Dr. Bartlow has been licensed to practice family medicine in Pennsylvania since 1985. He attended medical school at the Jefferson Medical College in Philadelphia graduating in 1984. His residency was served at the Williamsport Hospital. He spent many years in private practice both before and after his employment with The Williamsport Hospital/Susquehanna Health System from 1991 – 2000. He has been serving the River Valley Health & Dental since 2016 and was appointed its Chief Medical Officer in 2022.

  • Andrea Weinhoffer

    Andrea Weinhoffer

    Chief Human Relations Officer

    Andrea Weinhoffer graduated magna cum laude from Lycoming College with a degree in Business Administration/Financial Management and a minor in psychology. While at Lycoming, she did several internships including one at a local non profit. She has over twenty-years experience in the field of Human Resources. More recently, she was the human resources manager at a non profit for five years and had previously served for six-years on their board of directors. Andrea’s HR area of interest lies in hiring and recruiting. This position will be responsible for recruiting, onboarding, employee engagement, and benefits coordination to name a few.

  • Emily Drick

    Emily Drick

    Chief Quality Officer

    Emily has been with River Valley Health & Dental since November 2013. She hold’s a master’s degree in health administration from the University of Cincinnati and is a Master Certified Health Education Specialist (MCHES) and Certified Diabetes Care and Education Specialist (CDCES). Emily oversees our quality program which utilizes data to drive improvement and change. She facilitates improvement projects throughout the health center along with monitoring patient satisfaction. Emily is responsible for ensuring River Valley Health & Dental meets the standards and guidelines to maintain Patient Centered Medical Home (PCMH) recognition along with other program requirements. Emily also oversees our care management program which provides nurse care manager and community health worker support to our patients. Emily is also responsible for managing health education services which includes our adolescent Health Resource Center (HRC).
